More than 800 merchants have been trained on Philadelphia and Pennsylvania tobacco laws regarding sales to youth
Through funding from the Office of Addiction Services (OAS) and the Philadelphia Department of Public Health (PDPH), Health Promotion Council provides individual and group-level merchant education to tobacco retailers in Philadelphia who violate youth tobacco sale laws. Working with health literacy experts, we have created and translated a merchant education curriculum and accompanying educational materials to deliver this training. Multilingual health educators (English, Spanish, Cantonese, Mandarin, Fuzhounese, Vietnamese and Korean) conduct training for individual retailers and for small groups. Targeted large-scale group trainings with community groups (Korean Grocer’s Association, Chinese Restaurant Association, etc.) are also offered to create meaningful context around laws and reinforce our position as a trusted partner and resource in the communities we serve. Through this work in the community, tobacco merchants in Philadelphia are educated and supported regarding, yet held accountable for, upholding tobacco sale laws.
